The Korea tax free shopping refund returns most of the 10 percent VAT you pay at shops that display a tax free sign, as long as you are a foreign tourist, show your passport, spend above the per-receipt minimum, and carry the goods out of Korea unused. You can take it at the shop on the spot, or claim it at the airport when you leave.

Where this goes wrong is rarely the cash register. It is the departure hall, with an opened box and a stamp that was never applied. This guide covers the rules as I could verify them in October 2026, the two refund routes, what the net numbers really look like, and the mistakes that cost people their money.

What is the Korea tax free shopping refund, and who qualifies?

The Korea tax free shopping refund is a refund of VAT (10 percent) on goods a non-resident foreigner buys and takes out of the country within a set period. The legal basis is Korea’s special rule on VAT and individual consumption tax for foreign tourists, administered by the National Tax Service and enforced at the border by the Korea Customs Service.

Eligibility is about residency, not nationality. Guides I checked agree on the broad rule:

  • Foreign tourists who are not residents of Korea qualify
  • People staying in Korea six months or more are generally treated as residents and left out
  • Diplomats and workers employed in Korea are listed as excluded in several guides
  • Purchases in a company’s name or through an agent do not qualify

If you hold a long-term visa and an ARC, assume you do not qualify and ask the shop. Exchange students and expats often get this wrong, and it matters because the cashier will usually scan your passport without questioning your visa status. If you are setting up life in Korea instead, my guides on opening a bank account as a foreigner and choosing a phone plan are the better starting point.

How much do you need to spend to get a tax refund in Korea?

Most 2026 sources put the minimum at 15,000 won per receipt at a single shop. Older pages still quote 30,000 won. I could not open the official notice to confirm the change, so treat 15,000 won as the common figure and verify at the till.

The distinction that trips people up is that the minimum is per receipt, not per day. Three 8,000 won items bought at the same shop on one receipt can qualify, while three separate receipts of 8,000 won each do not. Ask the cashier to ring everything as a single payment.

ItemCommonly reported rule (2026)Confidence

Prices on Korean shelves already include VAT. A 110,000 won jacket contains 10,000 won of tax, which is why the maximum possible refund is about 9.1 percent of what you pay, never 10 percent.

What is the difference between an instant refund and an airport refund?

An instant refund takes the tax off at the shop, while an airport refund pays you after customs checks your goods on departure day. Both depend on the same passport and receipt, and both leave the refund company with a fee.

Instant refund (at the shop)Airport / post-departure refund
When you get the moneyAt checkout, deducted from the priceAt the airport, or after you fly if you use the mailbox
Typical cap1,000,000 won per purchase, 5,000,000 won total for the trip (reported)Higher purchases go this route
Customs stamp neededUsually no stamp, but goods must leave the countryYes, receipts must be validated
Risk if you break the ruleYou may owe the tax backYou simply do not get paid
Best forCosmetics, snacks, small fashion buysElectronics, designer goods, large baskets

The instant refund is a bet that you will behave. The shop gives you the discount first, and the system records that you will leave with the goods. If you open them, use them or skip the border, the tax can be clawed back from you. The airport route is slower but the money only moves after you have passed the check.

For anything near the instant cap, my habit is to spread the receipts: a 1,300,000 won bag goes airport route, small cosmetics go instant.

How do you claim a tax free refund at Incheon Airport?

At the airport, the sequence is: visit customs or a kiosk before you check luggage, then collect the refund at the refund counter or desk after security. The official Incheon Airport tax refund page describes the kiosk route and the customs approval step for goods that require inspection.

  1. Arrive early. Give yourself an extra hour if you shopped heavily.
  2. Keep the goods in your hand luggage or at the top of your bag. If customs wants to see them, you must be able to open the bag.
  3. Scan your passport and receipts at the kiosk. The screen shows an “O” or an “X” in the guides I read. An O means you can go on to collect the refund. An X means a customs officer inspects the items first.
  4. Get the customs stamp if asked. You need to present the passport, the receipts and the unopened goods.
  5. Check your luggage, pass security and collect the refund. The refund counters are beyond the checkpoint. You can choose cash in won or a card refund.
  6. Mailbox option. If the refund company runs a mailbox, you can drop the stamped paperwork in it and be paid afterwards. This is the escape hatch when a queue is too long.

Busy times are early-morning and late-afternoon waves at Incheon. If a customs inspection is required and you are not there by about two hours before departure, you risk skipping the whole thing.

How much will you actually get back after the operator’s fee?

You will typically get back 4 to 7 percent of the sticker price, even though VAT is 10 percent of the pre-tax price. The refund company charges a fee that comes out of the tax.

Here is a labeled illustration, not an official quote. I assume the refund company keeps a fee of 20 to 40 percent of the tax, which is the order of magnitude that guides report, and that no extra fixed charge applies.

Purchase (VAT included)VAT inside the priceNet after 20% feeNet after 40% feeNet as % of price
30,000 won2,727 won2,182 won1,636 won5.5 to 7.3%
100,000 won9,091 won7,273 won5,455 won5.5 to 7.3%
300,000 won27,273 won21,818 won16,364 won5.5 to 7.3%
1,000,000 won90,909 won72,727 won54,545 won5.5 to 7.3%

The percentages stay put while the won amounts grow. Real operators may use sliding fee schedules, which is why published ranges are wider (4 to 7 percent in the guides). Look at the receipt: it should show the refund amount before you decide.

A composite example, built from assumptions rather than a real shopper: a visitor buys 280,000 won of skincare and snacks across three shops, each above the minimum. With a 30 percent fee assumption, the tax inside is about 25,500 won, the fee about 7,600, and the net is about 17,900 won. That pays for dinner for one at a mid-range place, not a flight. It is worth the five minutes, but nobody should buy something they do not want just to collect it.

What documents do you need, and what mistakes cost people their refund?

You need your passport, the tax free receipt or slip issued by the shop, and the unused goods. A credit card helps if you want a card refund. Do not leave the paperwork in a checked suitcase.

MistakeWhat goes wrongFix
Opening or using the goodsCustoms can refuse the refund, or the instant refund can be recoveredKeep seals and tags until you are through

Buying liquids and carrying them in hand luggageSecurity confiscates items over the limitPack liquids in the checked bag after customs approval
Assuming an ARC holder qualifiesResidents are excludedAsk the shop and check stay length
Leaving too lateCustoms inspection needs timeBe at the airport earlier than usual

A common failure case, described as a composite: a traveler buys a 650,000 won handbag, takes the instant refund, and wears the bag on the plane. Nothing happens at the airport, but the refund company’s system notes that the goods were not exported in a verifiable way, and the tax can be billed back. The lesson is not to shop cleverly, but to follow the path the system expects.

Pair this with sensible money handling: my notes on currency exchange for travel and no-fee travel cards versus exchange cover how to avoid paying twice in fees on the same trip.

Is cash or a card refund better, and which shops are covered?

Choose the card refund when you want to avoid carrying won you cannot spend, and cash when you have time to spend it in the departure hall. Cash is paid in won, while a card refund can take days and is converted at your card’s rate.

Tax free shops are marked with a tax free sign or logo in the window. Department stores, large cosmetics chains and the main shopping districts in Seoul, Busan and Jeju are generally covered, while many small street stalls are not. Look for a sign before you buy and ask for the tax free slip at the register, not afterwards.

Some categories are not covered by the shopping rule, or have been changed. Cosmetic surgery was reported to lose its refund special rule from January 1, 2026, and a 2026 tax proposal would bring the separate hotel-stay VAT refund to an end on June 30, 2027, earlier than planned. These are different schemes from product shopping, and the tax proposal still needs to clear the legislature. I could not confirm the final outcome.

If you are using the card refund and planning more spending in Korea, a travel-friendly card from my guide to the best credit cards in Korea can make the day-to-day side cheaper.

Is the tax refund worth the effort on a short trip?

It is worth it when your total spend is a few hundred thousand won or more, and when you are already carrying the receipts. It is not worth rearranging your whole itinerary for.

The practical decision is simple. For a 3-day trip with 100,000 won of souvenirs, the refund is a few thousand won and the queue can eat 30 minutes. For a 7-day trip with 800,000 won of cosmetics, clothing and a gift, the refund is closer to 40,000 to 55,000 won and the instant route removes most of the queue. If you are traveling solo and planning a lot of walking days, the solo travel guide for Korea shows how to fit shopping in without wasting time.

My own rule: choose instant refund at the shop for anything small, and save the airport route for the one expensive item. Then put everything refundable in the same bag and treat the airport as a checklist, not a surprise.

What should you check before you go, since rules change?

Check three things in the week before you fly: the minimum per receipt at the shops you plan to use, the instant refund cap on the shop’s own sign, and the airport process on the official Incheon Airport page. Rules in this area have changed several times, including the cap increase from January 2024 and the end of the cosmetic surgery special rule in 2025.

I could not open the National Tax Service or customs notices directly while researching this, so the numbers above come from search summaries of 2023 to 2026 press reports and traveler guides. Where a number is marked medium or low confidence, trust the shop and the airport desk over this page.

Sources and dates: Incheon Airport tax refund guide, National Tax Service and Korea Customs Service homepages, Korean press reports on the 2024 cap increase and 2026 tax proposals, and traveler guides, checked in October 2026. Limits, minimums and fees vary by shop and refund operator and may have changed. This article is general information, not tax or legal advice.

How does the Korea tax free shopping refund work?

Shops that display a tax free sign take the 10 percent VAT out of what you pay, or refund it later, if you show a passport and spend above the per-receipt minimum. Most of the time you pick between an instant refund at the shop and a refund claimed at the airport on departure day. The refund company keeps a fee, so you get back less than the full tax.

What is the minimum purchase for a tax refund in Korea?

Most 2026 guides say 15,000 won per receipt at a single shop, down from 30,000 won, but I could not confirm the change on an official page. Treat 15,000 won as the common figure and ask the cashier before you rely on it. Some older pages still quote 30,000 won.

Who is eligible for a tax refund in Korea?

Foreign tourists who are not Korean residents. Guides say people staying in Korea for six months or more, diplomats, workers employed in Korea and purchases made in a company's name are excluded. Korean citizens living abroad can have separate conditions. Bring your passport, because the shop scans it.

What is the instant tax refund limit in Korea?

Reported at 1,000,000 won per purchase and 5,000,000 won in total for the trip, since the limits were raised on January 1, 2024. Bigger purchases go through the airport route instead. Check the shop's own sign, since some shops set lower caps for their own systems.

Instant refund or airport refund: which is better?

The instant refund is easier and you carry less paperwork, but you must still leave with the goods unopened and in your bag. The airport route takes longer and needs a customs check on larger items, though it works for expensive purchases above the instant limit. Neither route changes the tax itself, only how and when you get the money.

How much money do you really get back from Korea's tax refund?

VAT is 10 percent of the pre-tax price, which works out to about 9.1 percent of the sticker price. After the refund operator's fee, guides report roughly 4 to 7 percent. On a 200,000 won purchase, expect something like 8,000 to 14,000 won.

Can I open the item before I leave Korea?

Do not. The refund is for goods that leave the country unused, and customs can ask to inspect them. Tags, seals and packaging should be intact until you have cleared the refund. Once you are through the departures checkpoint and the stamp is done, you can do what you like.

How long do I have to claim a tax refund in Korea?

Guides say you have three months from the purchase date to take the goods out of Korea. For the airport route, the practical deadline is departure day, because customs needs to see the goods and stamp the paperwork. Confirm the window with the shop's refund company.

Can I get the refund on my credit card instead of cash?

Usually yes at the airport counters and many kiosks, where you can choose cash in won or a refund to your card. Cash is paid out in Korean won and card refunds can arrive days later and be subject to your card's exchange rate. Pick the option on the day, and keep the receipt copy.

Does the tax refund cover hotel stays or cosmetic surgery?

Product shopping and lodging refunds are different schemes. Reports say the cosmetic surgery refund special rule ended on December 31, 2025, and a 2026 tax proposal would end the lodging refund on June 30, 2027. Neither of these is shopping, so check the specific scheme before you book.
